It's been roughly 100 years since president Wilson sent troops into Siberia on his own authority, without Congressional approval - in fact, without telling Congress or the American people. Further, he deliberately lied about what troops were doing there. His open letter to the Russian people (designed for the American audience) specifically disavowed any military intentions on the US's part.
But the Great War was over, and Americans were frustrated that all the troops weren't home. That's why that military invasion was cut short.
Apparently this kind of undeclared war on the President's authority alone has been going on a long time, and has longstanding historical precedent.
