I'd say somebody did a great job slowing the flow across the border starting in 2008, and the name of that person was Great Recession. Before then, another person named Nine Eleven started the reduction.

Even so, still almost 1,100 people every single day, and according to that graph, that's only the ones "apprehended" on the SW border. It doesn't account for all of those that make it, and it doesn't specify what happens to them after they are apprehended either.
