Something I hadn't thought about ... we assume that the adults with these children are their parents, but what if they're people who are engaged in human trafficking? SOME of those adults might not even be related to those children. But a DNA test would sort that out pretty quickly.

Sounds a lot like the paperwork that WalMart gives all of its employees with all the steps necessary to set yourself up on government benefits while working there.
As bad as that sounds on one hand, I suppose it could be worse. You could work at K-Mart where they don't even give enough of a shit to tell you how to do it on the other hand.
I got 6 people on food stamps that weren't even aware they qualified when I worked there.
