I hope you read The Intercept story that you linked. But you didn't, yano, READ the actual linked REPORT that all the fuss was about, did you? It's just loaded with hedge words. So, for your instruction, I rewrote The Intercept story in the same language as the report itself, and then quoted all the report's salient words ... presumably, possibly, unknown, and so on ...
