So they'd do complete background checks, conduct aptitude tests, personality tests, etc. Draw up a total profile for every single prizoner.
The lojikl candidates woud be the smartest, best connected, biggest extended familyz, most loved, most money. If you can determin that they are hard core Islamic and seriously hate America, great! But you cant rely on them NOT being thoze, kuz they coud be smart enuf to hide it.

On Saturday, the Associated Press reported that ISIS militants released a third video showing the beheading of yet another victim. The beheading of British aid worker David Haines was called an "act of pure evil" by British Prime Minister David Cameron. Barack Obama called the beheading of Haines a “barbaric murder” but decided to spend Sunday on the golf course, CBS News' Mark Knoller said on Twitter.
"Pres Obama has arrived at @AndrewsAirForce for a round of golf today," Knoller tweeted. "Sunny and 69°. Forecast high 72°." Time political reporter Zeke Miller said Obama golfed "with Marvin Nicholson, Mike Brush and Joe Paulsen."'
