Count Iblis made the first Ceylons before the onset of the 1000 Yahrens War. His voice was programmed into the first Imperious Leader. Iblis was a fallen angel from the advanced civilization we saw in the Ship of Lights. He may not have been the only one. And they never die, at least not in any reference of time that mortals can comprehend.
