Depends on your definition.
If someone needs be removed, no - no reason for it, waste of time and effort, and risks not gettin it done, pop-pop, quick and clean's the way to go.
If I need information...
Oh I'll get it, but I need not ever lay a hand on them when all I gotta do is get inside their head and start pushing buttons.
In short, no - not because of any moral qualms, but simply for the fact that it does not work in practice, and is thus a useless tactic with a counterproductive effect.

What's scary about this experiment is the the testees electroshocked ANYBODY off the street.

Did Jack Ryan torture that dude in Patriot Games when he shot him in the leg to protect his family? In that PARTICULAR situation (a very unrealistic one, BTW) I would say it's not strictly 'torture' as much as forcing a dude who's DIRECTLY AND DEFINITELY INVOLVED with the crime to fess up NOW to save someone. Like I said, so improbable a scenario, I can't realistically see the sit arising IRL.

I never said you had to trust them. Alliances are often about mutual interest. We were, and always have been, allied to Russia, but at no point were we going to say, "Oh, come take a look around the pentagon and let us know if you see anything you like." This kind of alliance we have with some of our new middle eastern friends is somewhere between naive, insane and suicidal.
