This could be a load of BS for all I know, but...
I've heard about something called a 'muon wash', which, supposedly, is a bomb which destroys all organic material, while leaving inorganic structures with minimal damage.
Could this be a muon drop? (Of course, it's probably all total BS, but...)

The people look as if they dropped in the middle of going about ordinary business, which would mean that the society was functioning normally at the time of the deaths. But if it was a wide-scale act on an intact society, wouldn't there be a lot MORE bodies? And if it was focused on just a few individuals, where is everyone else?
The only two things I can think of are that either it was focused on individuals and the population was prohibited from removing the bodies, similar to leaving someone's head on a pike, or more likely it was an epidemic of sorts and we are seeing the initial victims- the remainder having had enough time to flee and die somewhere else.
