I really hope I'm wrong, but, if the upcoming elections go against it, I see the Putin government kicking the vote to the curb and cracking down on these folks in ways that'll make Syria look like a walk in the park.

Putin practically had the Russian equivalent of Hitler Youth Camps a while back. He has his own personality cult over there. He could hide just about anything.
He has secret police behind him, and he got away with poisoning his opposition once. I would not be optimistic about Putin simply going away.

Yep. And Saddam Hussein's regime kept Iraq relatively peaceful for quite a while, which was nice as long as you weren't Kurdish, a Marsh Arab, or your daughter didn't happen to catch the eye of Uday or Qusay.

I'm not sure how Saddam relates.
There are people in the USSR who still idealize Stalin. It has traditionally been a culture that rewards strength and effectiveness over other concerns such as oppression and rape.
