Gunn, Lorne (although his status is unclear), Willow and Xander.

Giles - pretty much goes without saying.

For some reason I've always pictured Spike and Illyria as the two certain survivors of the rumble in the alley, with Gunn a casualty and Angel's fate uncertain.

So I think I would have a Giles and Spike movie with Illyria and Xander, with a supporting role from Willow and Andrew. And if SMG would do it, I would have a Buffy cameo at the end where she would learn about the living Spike, and the possibly dead Angel, and leave it on an emotional cliffhanger.

We want sequels!

If it's specifically an Angel movie or TV movie, then I'd say Angel himself pretty much has to be in it. But if it's just a general Buffyverse movie, then I'd go for:

Spike - Has become the linchpin for both shows. Needs to be involved. 'Nuff said.

Faith - Eliza Dushku may be busy with other things, but if she's available she also needs to be involved. Who needs Buffy anyway?

Illyria - We only saw the start of this character's arc. There's more to come here, and besides - Amy Acker looked damn hot in that costume.

Gunn - Because it's Gunn.

Giles - Because Tony Head is the man.

Willow - Well, why not? You just know Alyson Hannigan would be up for it.

There are two ways I would go. Either:

1) The Angel cast and only the Angel cast.

2) A maximum of three of the Angel cast plus one or two new characters.

AS long as theres no Buffy or Dawn I'll be extremely happy...ok well I'd be happy even if they were there but I'd prefer they weren't.

I think a big test would be naming it, if SMG and Boreanaz refused the chance.
Still, I'd have Spike, as an apocalyptic Mad Max style rider, with cameo appearances. Joss always intended to go in this direction with Angel, but he didn't get his chance.
