I will say that those who failed to properly inspect and supervise, as mentioned in the quote above, should share some of the legal and financial responsibility - and I mean personally, not shove it off on the taxpayers out of the general budget, but right from their own personal finances...
No, money can't right the wrong, but by making it clear that those who have abdicated their responsibility so greviously, WILL be held to account for it, it sends a clear message and deters such behavior in the future.

Unless, of course, you chose another penalty for them, which I am ambivalent about in this case.

Personally, I'm "ok" with street docs that can give medical care to people who can't afford it on the "real" market.
