Actually I first heard of this technology being developed a few years back. You just pass the charge down the ionised air created by the beam so its really just a Tazer without the wires.

Nah, people, who are weak and frail or weren't grounded properly or other things, will still occassionally get killed or severely maimed as a result. Besides, I'll bet that there will still be people willing to modify it and rig it with the ability to "set phaser to kill" or "disintegrate"
