It's reasonable to speculate that it's harder to bring someone in alive than to just kill them. I think Jubal wins every time because he's a wily thug, whereas the Operative is more a poet-warrior.

Hard to say, while I suspect the operative is far better trained, Early is crafty and used to working alone. If he doesn't have alliance support, I think the operative could very well lose to Early.
