That really is what he's doing here. "They're ALL terrorists!" is really no different than saying "They all look alike", and that's what he's getting at.

He's against Muslims building anything near Ground Zero, because "they're all terrorists"; he's against Muslims being interns in the U.S. Congress, because "they're all terrorists". It's how he thinks; it's what he is.

The way McCarthy saw communists behind every door, Rappy sees a terrorist in every Muslim. That's why he hates all of them.
