Depends on how many of the "Casino Royale" adaptations you want to count. Barry Nelson was the first actor to portray Bond, in a 1954 television episode of the anthology series Climax!
Then it was Connery, David Niven as Sir James Bond in the non-Broccoli produced film of "Casino Royale" in 1966, then George Lazenby and Roger Moore before Dalton got the part.
So "official" movie versions, yes he was the fourth. Albert Broccoli purchased the rights to all of Fleming's novels except Casino Royale, and some other producer and studio did the '66 film.
