I think that she's a big enough celeb that they would need her to sign off on anything with her image.

But it's a very valid question. I'll try and see what's the story behind this cover.

If she gave the OK, then good for her. She's using her likeness for the greater good - it is funny as shit though.

I found out that this was created by the former spoof magazine Cracked (now Cracked.com). So I would imagine that anyone in the public eye is fair game for their tom-foolery. Cracked was a knock-off of Mad magazine.
