I know I have not seen all of TNG, but I have always been partial to "The Inner Light" as not only an example of that show at its best but also TV at its best. "All Good Things" is also one of the best finales any show has had.

I recall watching "Cause and Effect" as it aired for the first time and thinking this is what five-act television was made for! Every return from commercial break caused more havoc among those watching. With each repeated scene, people were yelling at each other to stay quiet and pay attention... fond memory!
Oh... I'll also throw in "Lower Decks" as a nod to creative story telling...
