I just spoke with my congressman's office. His DC office said they first got HR2454 at 3am this morning, the day of the vote. They were not aware that the bill number has been changed to HR2998, which they do not have a copy of. Govtrack.us is still down, so Congress cannot read it online either.
Rep Duncan is voting against 2454, but if the bill is changed to 2998, he might be tricked to vote for it.
