That is considered true by some folks except that Nemesis (number 10) sucked thereby breaking that rule. That makes the new one number 11. And that one definitely doesn't suck. So maybe that particular Trek lore has jumped to an alternate dimension and the odd numbered movies will now be the good ones.
I hope they are all good from now on of course but it will be interesting to see.
