I think I'd have to go with Wesley and Spike, though both are slightly debatable, since they've often at times done something to deserve said suffering. Then again, those are often my favorite kind of woobies; the ones who you know have done wrong, but you can't help but want to give them a big ol' hug anyway.

Feel free to add in woobies from other fandoms. Some more of my favorites include Ianto from Torchwood, Sam from Life On Mars, and House from House M.D. (if you're familiar with any of these shows, you know why

Willow. After Tera was taken from her in such a "human" way and couldn't be brought back by magic, I always felt sypathetic towards her after she recovered from Wicked Willow syndrome.

Spike. Even though he's done undeniable evil, I continue to like him, and every time he's all beaten and battered automatic sympathy noises escape me of their own volition and I want to cuddle and pet and give him tea. (Or blood, I guess he would prefer blood.)
While there are many characters I like, many that I have sympathy for at times, many I'm drawn to on many levels, Spike seems to be the only one to provoke that particular reaction.
You may say I'm a dreamer. But I'm not the only one.
