In Angel “The Immortal” is the guy every woman wants to sleep with and every guy wants to be. I kept thinking I had heard of him before and that he was more than a simple device to keep Buffy just out of the reach of a cameo.
In the live action version of “The Tick” (created by Angel & Firefly writer / director Ben Edlund) there was a super hero whom every woman wanted to sleep with and every hero wanted to be. I guess Ben & Joss like the idea of this guy because his name was “The Immortal”. Though he died in that episode after having sex with “Captain Liberty” it’s funny to imagine a Tick/Angel crossover character.

I agree that the "Tick" character was who they had in mind. Even though we don't see the character in "The Girl in Question", his general description (as far as character traits) matches the guy from "The Tick" perfectly. Good call.

Lazarus Long, aka Woodrow Wilson Smith? How's that for a crossover?

Another, less likely, possibility that I just found out about was that there was a really bad show back in 2000 called "The Immortal". It starred Lorenzo Lamas as "an immortal warrior who hunted and slayed demons..."
While that sounds like someone who Buffy might like to hang out with, I doubt that Joss and co. would refer to such an awful show - especially one with which they had no connection, like they have with "The Tick".
