In the episode 'Safe' Shepherd Book had a connection with the alliance. He may or may not have been a part. I don't think the connection has ever been revealed, so I'm curious of theories about it. :]. So please tell me your theories. :].

In theory, we'll find out in an uncoming comic (Serenity: The Shepherd's Tale).

A lot of folks think he was either an Operative or a criminal.

I think he was some sort of operative or leader/man in charge that knew something about the reavers, and for some reason he turned to religion to repent for what he had taken part of... becuase he was so high up there his identity was probably secret which maens with the erasing of a few records he could virtually have become a no name just like that.

Not an Operative (Joss told Ron G) but I think he was either a cop of some sort, a high-ranking one, and possibly dirty,(remember the script of 'The Message') or he was a government-licenced bounty hunter. (Jubal Early seemed to know him.)

Looking forward to the comic.

I'm thinking either cop or judge. Most likely a high ranking Fed or military judge. That would put in in charge of the possible war crimes trials of the Independents.

There is also the possibility that he was a member of Parliament and had something to do with Miranda.

It'll all be speculation until the comics come out.
