Well I do try to get everybody involved in the game so everybody is a finalist. (Unless I miss somebody which I guess might happen sometimes.) When I started out I had a limit of ten finalists but then I got a round where there were eleven voteworthy players and I decided to open it up full bore. About the only way for somebody to miss the voting now would be to post a caption simultaneously offensive and unhumorous. Mostly though the captions are all gold medal contenders so winnowing to just one per entrant is hard enough.
