I don't think that's a tattoo. It looks like those little stick on jewels that you can buy at Claire's Boutique for a prom or something. (There were a ton of girls wearing those at mine.) They probably put those on her as a play on her name.

Here's the image I had seen before that shows what appears to be a tattoo on her right hip. Then I took that portion of the picture and tried to sharpen the image.
