Question for ya LJ fic-writing People...

So I've been surfing around LiveJournal and commented on a truly awesome fic that was a couple years old. The writer wrote back and apologized for not getting back to me sooner and how she felt like a slacker cuz she hadn't written anything in a while.
She wrote: "as you have been kind enough to read my stories and send me such lovely comments, I will write a new fic for you if you supply a prompt. Hope that will help make up for my general apathy."
So, I know what a prompt is, in general terms, but when a LJ fic-writer asks you for a "prompt", what does that entail?
Is that just, "Hey write a story about *this*..." or more like a challenge-fic: "Write a fic that has Mal jumping off a moving train, soap, and rock music."

I've seen several Firefly fic communities on LJ that have extensive prompt lists. Never have tried 'em my own self but that's mostly 'coz I have plot bunnies all me own, and I just wanna go my way.
(Though come to think of it, trying a prompt here and there might help cure this accursed writer's block....
