This is an easy one.
It's Stay Puft the Marshmallow Man. C'mon, he's already had a go at the Statue of Liberty, this time however he tore her brains out.

I caught a showing today. Despite the gimmicky camerawork, I thought the movie was actually really good. It helped that you at least cared about the characters somewhat.
Way back when the ads started coming out, someone suggested to me that maybe it was a movie version of the old Rampage video games. Now video game movies tend to suck big time, but I think if this had actually been a Rampage movie, it would have been awesome.
