By the time you make it to the end of the two shows it doesn't seem like remotely a spoiler to describe Angel in those terms. But for much of the first season of Buffy, Angel is just a mysterious stranger. When introducing the shows to people who don't like spoilers, it's better to leave out the V-word (and the "with-a-S" word too). There's at least one scene in S1 which loses a lot of it's impact if you know that.
(I can't imagine the "relationship issues" bit counts as a spoiler, though. You can see THAT bit coming from the first moment he shows up)

I think Ray covered it pretty well.
One tip: Angel started at Buffy season 4, if I remember rightly (it'll be obvious, once you get to the relevant point in the storyline) and from that point on it's really worthwhile to watch them properly alternating, especially for the first season or two in which they overlap. You can get the original air dates off Wikipedia or something - but beware of spoilers, if you care (ideally, find someone who's already watched it, or who doesn't care, to go get the right order of episodes for you).
However there is one point where the original air dates will mislead; the crossover episodes were aired out of order (sound familiar?). In Angel season 4 / Buffy season 7, Buffy "Lies my parents told me" comes before Angel "Orpheus", no matter what the air dates might say.
