With most shows, if an actor is in the opening credits it means they appear in every episode. It all depends on how many eps the actor is contracted for. There are exceptions to this; The late Robert Pastorelli was always listed in the opening credits of Murphy Brown, though he was never contracted for all eps (a point of contention with him and why he left the show); Babylon 5 had several actors who were in opening credits but not in every ep; and actors sometimes take leaves of absense for various reasons.
But in general, it means the character will be in every episode, which likely means Harmony will be in every remaining Angel episode. She was not originally contracted to appear in every episode this season, which is why she didn't appear in the opening credits before.
