Um...I don't know what anime you're watching, but all the anime I watch makes perfect sense to me, and I watch a LOT of anime.

Right now, I've got to go with Takashi Miike's Master's of Horror entry, the extrememly screwed up Imprint. 60-odd minutes of weird pacing, THREE different backstories for a main character, and the most utterly rutted up Siamese twins to ever appear on screen. Plus some well-done torture, Billy Drago gesticulating a lot, (makes me giggle) and a girl with inexplicably blue hair. Torture-porn it is not, but messed it is.
For example...
When I saw that, probably the greatest WHAT IN THE SWEET BALDHEADED CHRIST IS GOING ON? moment I've had with a movie.

Alien is a good description for foreign movies. They aren't really weird just outside my reference.
Lynch and Kubrick. I see Lynch as making films that I walk out of thinking, "What did I just see? 
Now I have to watch it again to figure out what that was." Kubrick on the other hand leaves me saying, "That was long. Mostly good, but I don't know if I'll watch it again any time soon."
Sometimes I'll even think, "That was weird."

bad weird: the cook the thief his wife and her lover. what an awful misogyinist damaging movie that had no message, plot, or point.
good weird: harold and maude. you're never too old, or too young for sex.

Oh dear. I hugely enjoyed The Cook the Thief His Wife and Her Lover. I didn't ever feel it had much humanity granted, but I saw that as mysanthropic rather than specifically mysogynist.
But you are right. It had no message. His films generally don't. Just heavy with symbolism.

I didn't see Fellini mentioned, though I would add "wonderfully" "beautifully" and other words to the "weird" part. Casanova was particularily "unique."
"The sea in the film was created from cut-up black trash-bags; Fellini wanted to put high emphasis on the plasticity of Casanova's life and journey."
Donald Sutherland in the lead may tweak some Buffy fans, but it's a must see weird-ish film imho.
