To at least clarify MY end of things, I meant that the CIA (based in Langley, VA) has inflicted more terrorism on our people than any foreign foe or combination of them has ever dreamed of.

Thanks for the clarification. That was pretty close to what I guessed, however I wanted to make sure I was completely informed of his point.

There's an important point here about how our ally Musharraf is a military dictator who led a recent coup to oust a democratic government -
And with it the suggestion that if we prop up his kind of regime instead of promoting democracy, then we are inadvertently fostering extremisim in the country.
Somebody more informed or with more time to research could make this point better than I - but let me offer a quote I heard from the former female Pakistani prime minister Murtaza Bhutto, who basically says that Musharraf and Islamic extremism need each other to survive:
"It is dictatorship that leads to the rise of extremist groups. Pakistan, Afghanistan, Turkey, Malaysia, Indonesia, etc are all countries that share a background of long periods of military or authoritarian rule. The best defense against extremism and terrorism is the promotion of freedom, human dignity, rule of law, tolerance and pluralism. The present marginalization of moderate political parties in Pakistan can cause blow-back in time. There is a political vacuum in Pakistan which is dangerous to the future."
