The chorus makes me think of the two faces of the Blue Sun Corporation. People who are more inclined to the status quo (Inara, Simon's father, etc.) will probably see the Blue Sun as a beneficial or neutral facet in their society. That's why it gives them hope. Those institutions can only make their lives better.
The rest of the song belongs primarily to Mal and Zoe, as they are the two who are most opposed to the Alliance and anything affiliated with them.
