Nope...you can use MS Paint, Photoshop, Gimp...all sorts of programs. I use Ulead Gif Animator for mine...
You can make the images in any of those, but you can't animate in any of those. You can animate in Flash. DesktopHippie uses Flash (I'm almost completely sure, anyway) to animate her banners. She calls them 'flash banners'.
