In all honesty, I don't think we'll ever know the TRUE reason "Angel" was cancelled. After reading all the statements made by the WB executives, and then finding out that about everything said in those statements were all false, I've pretty much given up on there being an actual real reason given. Something is going on behind closed doors that we don't, and probably never will, know about. It seems to me to be nothing more than stupid executive politics.

It'll probably be a [flying goat testicles] and get cancelled after five episodes, but we'll still be deprived of our Whedon fix. That's the truth. All these other reasons simply aren't true.
The main reason "Angel" was cancelled was too make room for new shows. To them "Angel" is stale. Something else they could bring in would have much higher ratings. They also want to be able to rerun new shows during the same week, which would require a free time slot. Since "Angel's" rating's-to-cost ratio is pretty low, The WB put it on the chopping block.
Angel is an expensive show. It's true that they do a lot with a little, but it's still expensive. Reality shows and sitcoms are MUCH cheaper (except for "Friends," etc.).

Yes, because having two successful shows would be a bad thing. I've heard this rumour that they didn't want two vampire shows, and that may have something to do with it, but they cancelled Angel because it wasn't doing enough for them in the short term for the amount of money that they were throwing at it. They also have enough episodes to syndicate as of the end of this year, so everything else is just lagniappe.
