My DH was gone over the weekend, so I finally had some time to watch my Buffy DVDs again.
Are you remembering the episode "Anne", when Buffy ran away to the city and discovers demons hiding behind a "family home" for lost kids? Well the master demon has a fake human face and he is the one inviting kids to this house. And who was he? The same guy who played the Fed in "Serenity". Thats where I knew the face!
I also think there was another guy in the show, Ricky, the lover who gets killed, isn't he now playing the brother of Tru in Tru Calling?

I knew Dobson looked familiar for some reason, but I could not place the face. It has been awhile since I saw that episode of Buffy, but know that you mention it, I clearly remember he was the demon that convinced the kids to touch the portal that took them to his dimension where he enslaved them.

If I recall Joss's commentary correctly, he was also David Boreanaz's stunt double for Angel. He's one of Joss's hat tricks.

His stunt double? Really? He (Carlos Jacott) was in an Angel episode in the first season, he plays (I think) Doyle's ex-wife's husband-to-be (a demon), and tries to eat his (Doyle's) brains at the bachelor party. I think it was Doyle...
ETA: Yes, season one, episode seven: The Bachelor Party. My DVD notes say it's an Ano-Movic demon.

David Boreanaz's stunt double was one of Niska's men in that big fight at the end of The Train Job.
Carlos Jacott is one of Joss's hat tricks, playing the 3 parts mentioned above.

The lord in Shindig I believe is the salesman in Out of Gas.
And one of the Blue-hands I believe is that pilot-type person in The Message.

You're right! He was the fiance of Doyle's ex-wife. I did not notice that before. So he is a hat trick. Sweet!
