Has this Inara / Mal theory been voiced yet?

I think Inara's purpose on the shuttle may be to watch Mal or to bring him in. That could be why she left Sinohn (joined the feds), why she is on serenity and why she leaves. Obviously she falls in love and can no longer perform her job so has to leave.

Who could justify deploying a valuable asset like Inara to retrieve a petty crook like Reynolds? She is on Serenity to retrieve River and is withdrawn when she is relieved by Book.

And Book leaves immediately - see "those left behind." Besides, my impression is that Inara was on Serenity quite a while before River was sprung
