Well the Brits will know better than me - but A levels are students who have finished "high school" and want to continue on to College. It is sort of like a Junior College would be here.
For example - when we got back to America #1 COULD have gone on to college - but he was only 16, plus we wanted him to have the "American" high school experience. So he went to 11 and 12 grade here, his friends in the UK went on to do their "A" levels and I can only assume that Borrowed British girl has flown home to her results!
Now both are on to University/College (I think she is going to Cambridge!)
If our Brit friends could weigh in - some of it still confuses me!

OK Heres the basics
11-16 is what we call high school GCSEs
16-18-we go to sixth form/college A levels
18+ we do a degree what youd call college we call University
