Niska was only scary when he had the upper hand.

Badger was kinda cute. He's not a badass villain - he'd just like to be.

Saffron would be fun as a recurring nemesis. 'Cos Mal was prepared to go to the Special Hell...

Favorite bady: Badger as well.

Most villainous: The Operative, Their's nothing scarier than a person who belives that much in what he's doing, and that it's the RIGHT thing to do.

even scarier, there are people like that in the real world...

but Badgers my favourite non-protagonist character, but he dosen't quite qualify for villian. Saffron is also a good character... but the operative, definitely most villainous.

Niskas just a wimpy sadist with (money, business, influential) power.

I'd have to go with Jubal Early. Crow comes in a close second though just because he looks so cool, or did before he got shoved into an engine.
