The bar replenishes fully in 5 minutes. The trick is to not let it hit zero in the first place. You have to be careful with your shots (1 or 2 per skiff).

But where the heck is the fun in that? I like filling the early morning sky with hot lead!

Well, I'm getting better at hitting them with only one or two shots when they are flying relatively straight at me, but I still have trouble when they are flying across/up the screen (I either use up too much ammo and deplenish the ability bar too much or else I lose points by letting the skiff fly by):

(actually, I think I was out of ability by the end, and the last skiff I downed with my final shot crashed into my '71, causing the display to cycle and temporarily read as full...

Just missed that 100 mark. But boy, it gets narsty after 50 or 60 - they're all shooting from the moment they come up - and pulling single-shots with your targeting out ain't no milk run.
