FloralBunny is correct. Below the "Go" button there's: "You do need to allow cookies from this site for the code to work."
If you're using Firefox, click Edit | Preferences | Privacy | Cookies. In there you can choose how you want to handle cookies.
The site should limit voting by IPs, not cookies; so it's not much use since it can be gamed.
Even if you don't vote, it's still worth getting Firefox tho: http://www.getfirefox.com/
