I think it's because if you fade to black, they have a program that will automattically insert a commercial break. And while this is ok for most fades, it's not for what Firefly would do when there wasn't supposed to be a commercial there. So to solve the problem they would fade to an almost black. I could be wrong about this, but I'm pretty sure that's the case.

Instead of having people in the Master Control Room pushing a button to start commercials, now when the machines "read" black, the computer tells the other machines holding the spot reels to engage and run through the black section.
The master tape used to have text insterted that read "Insert Commercial" or something like it, but now I believe it's all black and the computers do it. When the black cuts out, the spot reel stops rolling.
As far as Fox's fade to gray thing is concerned...I don't remember.
Didn't Joss mention something about that on one of the commentaries? Maybe War Stories? I'll have to go back and re-listen.

I'd bet that it would be the first commercial break after we first see the Reaver ship in "Serenity". I haven't watched the DVDs too often, why do you ask? (Ok, this is only funny if I'm right .)
