On another forum (RPS, I think) it was determined that the clasp on Jayne's bandoleer that carries the MP5K submachinegun accross his chest in The Big Damn Movie was a Caswell quick release parachute buckle. This is the large silver buckle near his shoulder that fastens the gun onto the leather bandoleer.
I FOUND A WHOLE BUNCH OF THEM!!!!
My local surplus store has a box of parachute harnesses, and I grabbed them all for a very reasonable price. I'm going to see what I can do to make his bandoleer in the next week or so, since I'm trying to get this costume done for Comic Con.
If anyone needs one, or woud like a complete bandoleer, let me know. I'm thinking $25, shipped for the buckle. I have no idea what it'll cost to make the whole bandoleer, but I will post here once I've figured it all out.
In all, I have available 10 harnesses, with 2 buckles per harness. That's a potential for 20 bandoleers. The buckles are used, and as such have some scratches and dings, but nothing that would look out of character on Jayne's costuming. They all function properly, too.

I might be curious about the ready-made bandolier. Post some prices and some pictures when you're finished and we'll get to talkin.'

Will do. It should be by the end of next week. Also note that his bandoleer attaches at each end to his pistol belt. I am not planning on providing the belt, only the bandoleer. I am also currently trying to find a source for the medal that is pinned onto the bandoleer, but it looks custom made. I may try something out of sculpy. We'll see what I can find. I'm shooting to keep the whole project as far under $100 as possible for your price.

Oh jeez, I know I read something about an actual source for that medal somewhere...let me poke around a few minutes...
According to an RPF member, docholl: "Take a look at the piece of ribbon with suspension bar that is attached on the upper part of Jayne's rig. Looks to me to be from a WWII British 1939/1945 Service Medal. The thing hanging from it IS NOT the British award.

We'll see if I can't dig something else up.

Still not sure about the "medal" part.

The medal portion is an Ethiopian cross. Since they are all hand made you have to keep digging on ebay to find the right size and design.

I found the crosses. My local bead emporium had a whole bin, so I dug through and bought a few that are as close to identical as you can get.
I'm going to make the ribbon by sowing a piece of orange and green ribbon together, and then stitching the black lines into the green. It won't be perfect, but it's the closest I've been able to come so far.
I just finished up the rest of my bandoleer. I'll post up pics of it and my complete costume after Comic Con this weekend.
I'm thinking that I'll sell a complete bandoleer with medal and everything for about $75, due to the cost of the leather and the buckles, plus it's time consuming to dye the leather and everything. You'll need to use your own gunbelt and gun. The gun is an MP5K, btw, with some modification.

I got teh whole thing done. I'm also selling them now. $75 plus shipping for a complete bandolier with buckle and medal. I will ship internationally at cost and prefer Paypal or Money Order in US funds. Here's a link to mine. I'll try to get some better pics up soon.
