on Summer? that's just plain wrong.
Are you sure her hair hadn't just dreadlocked through lack of washing (which is also the other way to get her hair, btw - I once went camping for a week and the combination of wood smoke, general lack of washing combined with natural drying and no shampoo/product of any kinda, it all made my hair actually look really cool!).

I think I know what you're talking about witht he cornrows thing...hmm..now I'll have to go and find it to satisfy my curiosity.

Two ways - rollers or by hand. If rollers, you can use foam ones or plastic rod ones.
By hand - unwashed hair, a little mousse, or perhaps some curling spray - stuff that makes the curl stick. I think herbal essences makes one...or thermasilk. BUT not too much otherwise it makes this horrible hissing burning sound and your hair will feel like plastic...I have learned from experience...on my friends' hair. Hee.
Next, part hair and I would personally separate it into parts so you get everything.
Curl with a medium - large barrel curling iron, vertically - like you were making ringlets. Except, you don't curl all the way up to the roots, and not tightly either.
When you are done, you should have loose ringlets in the lower half of your hair, and you could brush them out for a fuller look or finger brush them for a River-unwashed look.
At least, that's how I would do it. Hope this helps.

Now, going to a lot of trouble to make your hair
appear to be unkempt kinda defeats the purpose, but
I guess that's the magic of girly-cosmetics.

I know, right? And I do feel silly about it sometimes. See also: the way we put on makeup to make it look like we aren't wearing makeup.
Here's the thing: there are three ways to see girls whose hair looks good, even though it looks like they don't care how their hair looks.
1) On TV, where actresses sit in hair and makeup for half an hour to make it look like they just woke up
2) Women who spent a comparable amount of time getting their hair to look like they just woke up
3) Women who made a deal with Satan
Because for me, and in my experience, most girls who've done nothing to themselves are a sight no one should be subjected to.
