Depends on the reform. I think a person should be required to present a valid drivers license or state ID card to vote or to register to vote.
It should be a felony to use false ID to vote.
They should make the election in October so the weather is better and have them on Saturday so the poor working class don't have to miss work. And you should be elidgable to vote in any voting site in your county, and multiple voting should be a felony. They should use a digital camera to take the pictures of all persons voting so if they vote multiple times in other locations they can just head right on over to jail when they are done.
There are some reforms that are good, like more efficient machines. And some that are bad, like the NAACP's Ohio Crack for Votes campaign in 2006 or the Democratic Party's Illegal aliens can vote out in California this year.
As for the dead, and nobody votes the dead like the Democrats, but they want to tax the dead as well, so it makes sense, I say ok, but only dead citizens, dead illegals only right is to remain silent.

And yet Diebold, based in Canton Ohio and maker of millions of ATMs worldwide printing billions of receipts every day, just couldn't find a way to print duplicate voting receipts. One hard copy to scroll into the machine as the OFFICIAL voting record for recounts, and the other for the voter to make sure the OFFICIAL record matched their e-voting.
Just couldn't figure out how to do it.
Why is that?

Some persons are not citizens, some citizens are not competent (age, mental infirmaty, felons, etc.) Some otherwise competent citizens can't be allowed to vote because they already voted or perhaps because they showed up on Wednesday or don't live in the community. There are a number of legitimate reasons why not all persons should be allowed to vote.
