I couldn't say without watching again and looking just for that, which would be difficult because I get so wrapped up in these stories and characters, so I just asked the wife. I've come to trust her observations completely. She assures me that Zoe, indeed, has the most toppage.

As I'm quite new here (why, I just registered) and found this thread, I'll have to continue the damn thing and go with Saffron. Now, I know you guys were talking crew, but come on! The woman was most distracting while watching her eps. I hope she doesn't run much, as it seems she'd give herself a black eye.
For the record, I am a woman. My husband is a boob man so purely by osmosis I've become quite educated in that department. Damn him. 
Here's hoping a movie's on the way...

Saffron by a mile (or two). Since becoming aware of this thread I have noticed that young Kaylee does seem a bit more ample up top than the other women in the crew (I'm pretty sure that underneath her push-up leather armor Zoe is at least slightly more modest than Kaylee). And since we're on the subject, I must take issue with the poster who described her as "slightly chubby" (or some such): be not deceived, Kaylee is a skinny little thing, not tv skinny (read unwell) but in real human terms she is just a slip of a girl. I'm just saying.
