It means one who pops in and out. It will depend on the popularity of her character and/or storyline. Or numbers. Or politics. Or whether or not someone with the power to make or break becomes offended by her size, smell, hair color, taste in music, personal lifestyle, shoe size, etc. It's a jungle out there folks.
