Villains that Would Return if the Series Continued

So does anyone on here think that a lot of the villains would return for other episodes had the series continued? Isn't Whedon known for keeping notorious villains around? (I've never seen Buffy). I think that of course these people would return:
1.Saffron
2.Nischka
3.The Bounty Hunter from "Objects in Space"
The first two are shoo ins, but the bounty hunter was an awesome/twisted character....and he didn't actually die.

On the commentary track to Serenity the episode Nathan mentions that Dobson would have been a recurring antagonist. Almost certainly Jubal Early would have been a returning bad guy. Atherton might have shown up looking to make Inara's life unpleasant. Maybe Rance's wife would have shown up looking for some revenge. That about covers it I think.

I would've liked to see Dobson (the Fed) come back live and in person with his new "metal face."
(For those who don't know, he does come back in the Serenity comic mini-series. Joss had said that he had intended for Dobson to come back had the series continued.)
And, of course, the Blue Hand Group.

Badger strikes me as crazy evil. He's the sort of guy that might try to kill you with a soup ladle.

Well niska did already recur. Not that he couldn't have come back later. I dunno though, at some point he really has to realize that continually getting beaten by Mal and the crew can't be good for business. If nothing else it should already be hard to find security people to replace the last group that got blown to the hot place.
Patience though I don't get. All Mal did to her was insist on getting paid the agreed upon pittance for a cargo. Mal could have killed her and lit out with both the goods and the platinum but he didn't. She might maybe hire them for some job but I don't see her being adversarial particularly.

Magistrate from Jaynestown episode might be a pain.. that's twice Jayne got away, I'd be pissed if I were an evil mud baron.
