Um no, Hitler signed over power of the Reich to Doenitz, who signed the surrender treaty on May 8th, 1945 and then on an official sign-over in March of the next year. The made a big deal of a later signing with all the generals at Munich where the big rallies were held. They also made a big deal of the Japanese surrender, forcing the entire leadership to surrender on one of our boats.
Now Joseph Stalin, however, refused to accept the surrender signed in Rheims, but you know, screw the commie bastid. Anyway, that country (the USSR) was in the process of no longer existing in 1990, so it's hard to see how you can surrender to it. Although I'm sure if you were gallic, you could find a way.
