I mean has anyone tried to make a story without using the characters from firefly... but used the 'verse and tone of the show.

Oh sure, sure. There are some out there that I have come across, but I don't read them. Go to fanfiction.net or firefly's glow archive, they have a few I think. Good hunting!

Try Destiny & Vengence by SoulOfSerenity, Needys Destiny by Needy, Honest Run by CastIronJack.
Those are a few that I can remember that were set in the Firefly 'verse and have entirely new characters. There was even a thread called Sidere, I think, where various writers contributed to an on-going story. (Very cool concept!)
I tried my hand at it with Boros Bound but I'm nowhere near as good at it.
There is lots of very good Firefly fanfics on this site, it just takes a bit o' lookin' like Lvs2read said.
