In fact, possibly more than a rumor, I'm sure it was in SFX or something, and they're usually quite good at warning you if its only a rumor.
I shall invesigate.
Also - another softly accented, very good looking, captain-playing-actor with a great butt and a fondness for showing it off on camera.

they laid the foundations for it in TCI - Torchwood was the name of operation involving the big nasty weapon Harriet uses on the Sycorax ship at the end. An alien in control of the most deadly looking weapon on the planet?
