Actually, I think I noticed that in the theater - when Mal and Simon are heading down to the infirmary, Mal leading the way, the camera swings from him to Simon, and I think the cut is right there.

I don't know how it works in the movie world, but in the book-world, stores that break release dates are at risk for losing their ABA memberships and distributors will refuse to work with them if they get a reputation for it.
Especially since Harry Potter.

Is there some authority that manages release dates for movie distributors?

A ton of Inara out-takes. Some Jayne/Kaylee stuff too but just shortened. Inara was cut the most.

It's actually worse in the movie world as it is illegal meaning you could get jail time or a $500 fine and at the most you'll lose your job and or cause the company you work for to lose their business with said company.
